As president of AIPP, Valmiki Prasad Singh played an important role in advocating for the empowerment and decentralization of panchayats. He worked to create a national platform for discussion on issues related to local governance and promoted the importance of local self-governance. Under his leadership, AIPP became instrumental in shaping the future of the Panchayati Raj system in India.

The All India Panchayat Parishad (AIPP) is a Government-recognized autonomous apex federation of Panchayati Raj Institutions dedicated to addressing the challenges of rural India and strengthening the Panchayati Raj system—a decentralized form of self-governance at the village level designed to effectively resolve local socio-economic problems related to agriculture, health, education, natural resource management, and unemployment.
Since its inception, AIPP has continuously worked toward securing constitutional rights for Panchayats as instruments of self-governance and advocating for the establishment of a separate Ministry of Panchayati Raj, a vision inspired by Mahatma Gandhi’s democratic ideals. This mission has been pursued relentlessly both within and outside Parliament under the guidance of prominent personalities including Shri Balwant Rai Mehta, Lok-Nayak Shri Jai Prakash Narayan, Shri Lal Bahadur Shastri (former Prime Minister), and Shri S.K. Dey (former Community Development Minister, Government of India). These decades-long efforts culminated in significant achievements: the enactment of the 73rd and 74th Constitutional Amendment Acts, which came into force in 1992 and 1993 respectively, and the establishment of a separate Ministry of Panchayati Raj in 2003.
